The certificate then needs to be legalized by the Ministry of Education, and then by the Cypriot Ministry of Foreign Affairs.

The packing list (pre-legalized by the appropriate authorities) is required by the Embassy, along with a copy of the passport of the person departing. A letter is prepared by the Embassy which is charged, legalized, and given to the person departing for use at the customs in Lebanon.
